Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the presentation of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been defused. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: a renewed assault of missile and drone strikes on Kyiv.
The Rhythm of Diplomacy and Destruction
The sequence of conflicting incidents captured the grim essence of the outgoing year. By day, political struggles are waged: positive announcements are delivered from various governments. Significant resources is allocated on managing particular approaches. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "resolution".
Nighttime Reality
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is able to track missile launches from enemy soil, a capacity enabled by up-to-date information. From observation points, Ukrainian air force fighter jets that had been deployed to engage hostile guided weapons flew past – modern combat jets provided to Ukraine by Western partners.
Soon thereafter, Kyiv's anti-aircraft weapons activated: defensive missiles fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, presumably supplied through partner states. Every deployment creates sudden vibrations, causing tremors. The brief panic quickly gives way to resigned acknowledgment: perhaps the hostile projectile won't strike its target this time, preventing destruction from ruin and another blackout.
Continuous Dangers
Not long after, a heavy machine gun opened up on a aerial vehicle close by, part of a mobile-fire group – probably allied-provided weaponry. Regrettably, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its target.
With pauses, this continued until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, devastation and heating outages in many homes as a result of the evening attack. As typically, everyone still maintained normal activities – experiencing conflict. But those full day encapsulated Ukraine's critical military reliance on Western support – a reliance that neighboring countries are evidently unprepared to fill in the near term.
Unsuccessful Negotiations
The detailed framework from Washington sparked intense emotion, discussion and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.
Every new initiative from US leadership unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually win the battle. This cycle will, no doubt, persist.
Political Considerations
It is convenient to criticize certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. American leadership operates on a assumption familiar among international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The American government believes that it is unfeasible to pressure the Kremlin to abandon the land that it currently occupies in Ukraine's occupied territories.
The issue is that while accepting these circumstances, Washington does minimal to prevent Kremlin actions, through words or deeds, from believing that the current condition will not change more in its favour in the near future.
Opposing Positions
Therefore, Russian leadership is confident that time is on his side – that Ukraine and its partners are coming close to fatigue. Their incentive to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leader remains highly assured in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing lives and land but preventing a total frontline collapse until circumstances change in its favour.
Present Conditions
Factually, there are no genuine requirements for a truce. Now, personal considerations are coming into play: leadership ambitions to broker a ceasefire and achieve global acclaim, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unworkable, so that their focus does not shift toward homefront challenges. And although their objective will now be considerably more difficult after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.
These two forces are driving the talks.
Assessment and Future
It took a just a single week to terminate the proposed articles of the latest plan. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, recent disclosures, all did their job.
While new initiatives based on established approaches are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to modify developments, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, mainly require ongoing international assistance.
